The Brazil Institute is honoured to have hosted Lieutenant General (Reserve) Floriano Peixoto Vieira Neto, as a Distinguished Visiting Professor from 17 to 28 October 2016. During this period Lt Gen Floriano gave lectures, public talks and personal tutorials for PhD Students.

Commanding a Multidimensional Peace Operation: the Experience as MINUSTAH Force Commander in 2009-2010


Biography

Retired Army Lieutenant General with over 40 years on active duty (1973-2014) and extensive international experience in peacekeeping and disaster relief, Floriano Peixoto Vieira Neto has key relationships with governmental and non-governmental agencies in national and global contexts.

He is a Senior Leader and operational/strategic planner with human resources and logistics experience in both domestic and international situations. He has been an Instructor in various military schools and universities and has also served as a Coordinator and Advisor for inter-agency efforts within Brazil and abroad.

Lt Gen Floriano was Head of the Special and International Affairs Division of the Brazilian Army Staff. He held the role of Advisor on issues related to the participation of the Brazilian Army in the international arena, such as the deployment of Brazilian troops in UN Peace Operations and Bilateral Conferences in Europe and America.

During his career he has been Colonel for the 62nd Infantry Battalion: Rapid Reaction Force of the Southern Military; Major General the 12th Light Infantry Brigade (Air Assault), and Lieutenant General for the 2nd Army Division. He was chief of operations of the 1st Brazilian contingent in Haiti as part of the Brazilian Peacekeeping Force (2004) and Force Commander of the United Nations Stabilization Mission in Haiti (MINUSTAH) from 2009-2010, during the earthquake. While in that position he headed the military mission to assist the victims, coordinated international humanitarian aid, and took part in several groups to rebuild the country (USAID, UNDP, CARICOM, IDB, IMF, World Bank amongst others)

Most recently, he was an Independent Consultant for the United Nations’ High Level Independent Panel on Peace Operations (October 2014 – June 2015). In this position, Lt Gen Floriano travelled extensively with the Panel to different parts of the globe to attend meetings with national authorities, armed forces commanders, diplomats, NGOs, universities, etc.  He visited countries such as Bangladesh, China, the Democratic Republic of Congo, Ethiopia, Geneva, the Netherlands, the United States of America, Russia, Rwanda, and Switzerland.

He has been Special guest speaker in international seminars in the USA, Central America and Europe, discussing themes related to Peacekeeping Operations.

Lieutenant General Floriano was awarded with an extensive number of national and international awards, including the United States’ Legion of Merit, issued in 2010 by President Barack Obama, in recognition for his performance as Force Commander of MINUSTAH in Haiti. He was considered for the Brazilian personality of the year (in the Leadership category) - amongst "The 100 most influential Brazilians in 2010", in recognition for his role as Force Commander of MINUSTAH during the period of the earthquake in January, 2010.

He has a Bachelor's Degree in Military Science and Operational Studies from the Agulhas Negras Military Academy (1973 – 1976), and is a Doctor in Politics, Strategy and Military Higher Administration which was awarded from the Command and General Staff College (2002).  Further to this, he also holds a Bachelor's Degree in Business Administration and Management from Universidade do Sul de Santa Catarina (2005 – 2007) and has a Masters of Business Administration (M.B.A.) from Fundação Getulio Vargas (2002 – 2003).
